I have the honour to acknowledge

the receipt of your secret despatch of End September

with regard to the question of the strength of the

Carrisin of Hongkong.

2. In present circumstances it is,

for financial reasons, quite impossible for this

Government to meet the cost of additional permunont

barruoka and even in normal times it would,i am

afraid, be impossible to put any such proposal to the Legislative Council with the slightest prospect of its being favourably received. Public feeling against the far Office on account both of the ⠀ilitary Contribution and the dilitary Lands question is very strong -- I think the word 'bitter' would not be an exaggeration and the opportunity would be takon to start, acrimonious discussion in C uncil which would do no good to British prestige.

I fear that any hope that the

important British Companies with extensive intereste in China might contribute to the cost of housing

an additimal British battalion in Hongkong must be
